The following is an extract from the letter

Re: OPERATION – LEARNER DRIVER that has been issued to schools.

The national total of learner driver permits currently stands at over 265,000. Between 2009 and 2012, 45 unaccompanied learner drivers have been involved in Fatal collisions while 83 unaccompanied learner drivers have been involved in serious injury collisions.

Over the winter months and commencing in October 2012 we will be monitoring drivers very closely in this category. We will be advising drivers of their legal obligations and requirements in this area and contemplating issuing prosecutions if appropriate.

Unfortunately many of the related offences are not available on the Fixed charged penalty system (Fine on the spot) and we can only proceed by issuing a summons to court.

Our campaign will be based on both education and enforcement and we are conscious that some of your students may be in this category of driver. í
